C`est ce que révèle un sondage réalisé auprès de 28 389 personnes, dans 28 pays (1) pour la BBC. Les sondés devaient donner leurs avis sur l`influence jouée par douze nations dans le monde (Grande-Bretagne, Canada, Chine, Corée du Nord, États-Unis, France, Inde, Iran, Israël, Japon, Russie, Venezuela).


Israël, selon les personnes interrogées, est le plus mal considéré des pays recensés, avec 56 % de réponses négatives contre seulement 17 % d`opinions positives. L`Iran n`est pas loin derrière (54 % d`avis négatifs, 18 % positifs). Quant aux États-Unis (51 % négatifs, 30 % positifs), ils sont plus mal jugés encore que la Corée du Nord (48 % négatifs, 19 % positifs) ! Les regards sur la Russie de Poutine sont majoritairement négatifs.

BBC survey claims Israel has least positive image of any country

Israel, Iran and the United States are the countries with the most negative image in a globe-spanning survey of attitudes toward 12 major nations. Canada and Japan came out best in the poll, released on Monday.

The survey for the British Broadcasting Corp.`s World Service asked more than 28,000 people to rate 12 countries - Britain, Canada, China, France, India, Iran, Israel, Japan, North Korea, Russia, the United States and Venezuela  as having a positive or negative influence on the world.

Israel was viewed negatively by 56 percent of respondents and positively by 17 percent; for Iran, the figures were 54 percent and 18 percent. The United States had the third-highest negative ranking, with 51 percent citing it as a bad influence and 30 percent as a good one. Next was North Korea, which was viewed negatively by 48 percent and positively by 19 percent.


Canada had the most positive rating in the survey of 28,389 people in 27 countries, with 54 percent viewing it positively and 14 percent negatively. It was followed by Japan and France.

Respondents were also asked their views of the 25-member European Union; 53 percent saw it as positive and 19 percent as negative.

Britain, China and India were viewed more positively than negatively, while Russia had more negative than positive responses. Opinion on Venezuela was evenly split.

It appears that people around the world tend to look negatively on countries whose profile is marked by the pursuit of military power, said Steven Kull, director of the University of Maryland`s Program onInternational Policy Attitudes, which conducted the research along with pollster GlobeScan.

Countries that relate to the world primarily through soft power, like France and Japan and the EU in general, tend to be viewed positively, he added.

סקר שהוזמן על ידי BBC מגלה: 56 אחוז מהנשאלים ב-27 מדינות ראו בישראל ובאיראן כבעלות ההשפעה הרעה ביותר על העולם אשתקד. יחד עימן בראש הרשימה - ארה"ב וצפון קוריאה. המדינות בעלות ההשפעה החיובית על העולם: קנדה, יפן, בריטניה, סין, הודו וגם גוש מדינות האיחוד האירופי

איראן וישראל נראות בעיני העולם כשתי המדינות בעלות ההשפעה השלילית הרבה ביותר, ומיד אחריהן ברשימה מופיעות ארצות הברית וצפון קוריאה - כך עולה מסקר שיפורסם מחר (ג`) על ידי תאגיד השידור הבריטי BBC.

ל-56 אחוז מתוך 28 אלף נשאלים ב-27 מדינות הייתה לפחות דעה שלילית אחת על ישראל ול-17 אחוז הייתה דעה חיובית אחת. 54 אחוז החזיקו בדעה שלילית אחת לפחות על איראן לעומת 18 אחוז שהחזיקו בדעה חיובית.

51 אחוז החזיקו בדעה שלילית אחת לפחות על ארצות הברית; 30 אחוז החזיקו בדעה חיובית; 48 אחוז החזיקו בדעה שלילית על צפון קוריאה לעומת 19 שהחזיקו בדעה חיובית. רוסיה - 40 אחוז דעה שלילית לעומת 28 אחוז חיובית.

היו גם מדינות שבעיני הנשאלים הן בעלות השפעה חיובית יותר מאשר שלילית: ל-54 אחוז הייתה דעה חיובית על קנדה, ל-53 אחוז - על האיחוד האירופי, ול-50 אחוז - על יפן. 45 אחוז ראו בחיוב את בריטניה, 42 אחוז - את סין ו-37 אחוז - את הודו. ההשפעה הרעה של ונצואלה על העולם שקולה להשפעתה הטובה - 27 אחוז החזיקו דעה שלילית אודותיה ואותו שיעור של נשאלים החזיקו בדעה חיובית.

"נדמה כי בעיני הנשאלים ברחבי העולם יש דעה שלילית על מדינה כאשר התדמית שלה היא של חתירה להשגת כוח צבאי", העריך סטיבן קל, מנהל מחלקת הסקרים הפוליטיים הבינלאומיים (PIPA) באוניברסיטת מרילנד, שביצעה את הסקר בין ינואר 2006 לינואר 2007. "כך המקרה באשר לישראל וארצות הברית, שעושות שימוש בכוח צבאי, וכן קוריאה הצפונית ואיראן, שנתפסות כמי שמנסות להשיג נשק גרעיני", הוסיף קל.

"מנגד, למדינות שיש להן יחסים בינלאומיים שמאופיינים בשימוש ב`כוח רך` - כמו צרפת, יפן והאיחוד האירופי, יש נטיה לראותן באופן חיובי יותר".
